Dave Norman was appointed to the position of City Manager by unanimous vote of the City Council and assumed his duties on April 5, 2016, after having served as Camarillo’s Assistant City Manager in 2015, and as the City’s Community Development Director from late 2012 to early 2015. He has oversight management responsibility for all departments, divisions, and offices of the City including City Manager’s Office, City Attorney, City Clerk’s Office, Community Development, Finance, Fire Department, Administrative Services, Police Department, and Public Works. Mr. Norman also serves as the City Treasurer, and District Manager of the Camarillo Sanitary District.
Mr. Norman previously served as City Manager in the California cities of Port Hueneme, Cypress, and Aliso Viejo. He holds a Master’s Degree in Public Administration, and is an International City/County Management Association Credentialed Manager (ICMA-CM). He is a mentor in ICMA’s Emerging Leaders Development Program, and actively participates in the League of California Cities Policy Development Committee Program.
Tom Fox has served as the Assistant City Manager since April 2016. Previously he was the City's Public Works Director from 2002 to 2016, Deputy Public Works Director from 2000 to 2002, and City Traffic Engineer from 1990 to 2000. As Assistant City Manager, Mr. Fox assists the City Manager by overseeing the daily operations of the City Manager's Department including: economic development, public information, legislative analysis, City event planning, emergency operations preparation, refuse/recycling collection, and animal services. He also assists the City's Department Heads with key projects and service delivery as needed.
Prior to joining the City, Mr. Fox served in various engineering capacities for a number of local government agencies. He holds a Master's Degree in Civil Engineering. Mr. Fox has served on a number of boards for professional organizations and was an instructor for the UC Berkeley Institute of Transportation Studies Extension Program.
